When we estimate effort who are we think about when creating the estimate ? A beginner, a person with 5 years experience, a specialist ?
An expert experienced programmer will be multiples of time more productive than a junior of medium skilled programmer. They will also produce better quality code. We also need to consider whether the individual has experience working on the particular system , environment or business area.
The rate we pay will also be impacted by the experience - a very experienced person may be 2-3 time more productive, but only cost 50% more ?
We need to consider this, particularly where large numbers of resources are required.
