I don’t think its worth getting stuck on this one, but it does create a fair level of debate - in my view a project has a pretty clear outcome, a single executive owner and sponsor, a delivery to a single business unit and will likely be run by a single project manager who with support of a project administrator will also act as the Project Management Office (PMO).
A Programme will consist of multiple projects run by a number of project managers and will likely have a reasonable sized PMO. The Programme in most cases has an objective closely linked and critical to the delivery of a C-Suite strategic objective and outcome, and will likely be reported at board level.
Projects will be managed and reported on a local business unit level whereas programmes will be managed centrally, reported up to C-Suite and Board level and any changes to scope, costs, timeline will have to be sanctioned at C-Suite level.
